How the 1,000 free service messages work

  • Allowance is per WhatsApp Business phone number, not per entire Meta portfolio.
  • Resets monthly in the messaging account timezone; unused quota does not roll over.
  • Covers service messages (free-form replies in the window); not utility or marketing templates.
  • Without a payment method, delivery stops after the free tier for chargeable categories.

Ways to reduce Meta WhatsApp bills

  1. Inside the window: prefer a free-form reply over a utility template when content allows.
  2. Combine answers in one message — each bubble counts separately.
  3. Multiple numbers: each gets its own 1,000 free service messages.
  4. Use Click-to-WhatsApp ads where the free entry point window applies.
  5. Monitor webhooks: pricing.type moves from free_customer_service to regular.

FAQ

Did WhatsApp become paid for everyone?

No. The change applies to businesses on the WhatsApp Business Platform (Cloud API). Personal chats and the WhatsApp Business mobile app remain free for normal use.

Are customer replies within 24 hours still unlimited and free?

No. From October 1, 2026 each business phone number gets 1,000 free service messages per month. From message 1,001, service messages are billed at the utility/service rate for the recipient’s market.

Is an order confirmation utility template free inside the 24-hour window?

No. Utility templates are billable even inside the customer service window and do not count toward the 1,000 free tier. A free-form reply inside the window is categorized as a service message.

Is pricing based on my business country or the customer’s country?

It is based on the recipient’s country calling code, not where your company is registered.

Do wa.me links or QR codes open the free ad entry window?

No. The free entry point window applies when a user starts a chat from a Click-to-WhatsApp ad on Meta apps, not from generic wa.me links or QR codes.

What happens without a payment method on the Meta account?

Meta delivers service messages within the 1,000 free tier, then stops delivering chargeable messages until you add a payment method in Billing Hub.

Are inbound customer messages billable?

No. Meta only bills business-to-user delivered messages, not user-to-business messages.

When might Meta change prices again?

Meta may update pricing on the first day of each quarter (Jan 1, Apr 1, Jul 1, Oct 1) with advance notice depending on the type of update.
